in the poem the frog and the nightingale, there is a line

'and the solitary loon,
wept beneath the summer moon"

who is solitary loon here? Is it a mere water bird (as given in the footnotes) or is it referring to the frog (as one of my teacher says).

please give ur opinion.

thanks
