Actually third level exists for people who wanted to get rid of life in 1950s. the 3rd level is a shadowy half world lying somewhere between dreams & reality. the hero, Charlie discovers a 3rd level which doesnt properly exists in his own time but is railways of the past leading away into earlier gentler time.

I think Charley the protagonist is symbolic of the angst that the modern man undergoes.He just needed an escape route, that's when the sub-conscious mind of Charley travels to his 'waking dream wish fulfilment'world and he reaches his comfort zone.I think a bit of him is present in all of us.

CHARLEY, THE MAIN CHARACTER OF THIS STORYLINE, WAS AN UNSATISFIED MAN WHO WANTED TO GET RID OF THE HURRIES AND WORRIES OF LIFE AND SEARCHED FOR AND FOUND OUT AN IMAGINARY LEVEL OF EXISTENCE-THE THIRD LEVEL.
INFACT, HE WANTED TO EXPERIENCE THE UNUSUAL ORDINARINESS OF PAST TIMES.

actually third level exists for those people who want to escape from the external affairs like fear,war,anxiety,i.e,those people who want to escape from reality.here,charlie is a man who finds the third level as an escapr from the present world full of tensions and worries.after having found this third level,he described this to his friend sam.but after when charlie went to find this third level with all preparations,he couldn't.afterwards,he heard about the missing of sam.later he send a message to charlie that he was safe at the third level and he didn't want to come back.
